What is SHIFT ?

As the HIV response in Asia transitions from external donor support to domestic financing, civil society organisations (CSOs) and key population (KP) networks face the critical issue of sustainability. The SHIFT (Sustainable HIV Financing in Transition) program, funded by the Global Fund, is a two-year advocacy program empowering CSOs and KP networks to influence domestic HIV funding processes. The four priority countries that are engaged in the program are Indonesia, Malaysia, Philippines and Thailand.

In aiming for transitional financing that is sustainable and aligned with country specific priorities and national strategic plans, the SHIFT program puts centre-stage the civil society and key population response. People living with HIV (PLHIV), men who have sex with men (MSM), people who use drugs (PWID), sex workers (SW),transgender people, young KP and gender perspectives are prioritised in its engagement with transitional HIV financing.

What is the goal of the program ?

The SHIFT program works towards a sustainable, cost effective and strategically allocated funding for HIV in transition countries, that ensures active participation and coverage for key populations and civil society organisations.

What are the main objective of the program ?

1. By end of 2018, CSOs in 4 transition countries effectively advocate for allocative efficiency, increased domestic spending on HIV, and increased fiscal space for CSO HIV programs by promoting greater political commitment, innovative streams of funding, CSO funding mechanisms and integration of HIV under Universal Health Coverage (UHC)

2. By end of 2018, CSOs in 4 transition countries have strengthened technical expertise and skills to advocate for allocative efficiency, increased domestic spending on HIV, and increased fiscal space for CSO HIV programs

3. By end of 2018, CSOs have increased access to and use strategic information on HIV financing issues, including allocative efficiency, innovative CSO funding mechanisms, and best practices for countries in transition via regional Knowledge Management Hub.
